Purpose of the Job
The Senior Manager/Head of Portfolio Management and Governance is responsible for portfolio-level coordination, oversight, and delivery enablement across the Technology transformation portfolio. This role operates within a lean Portfolio Management operating model where delivery accountability is held by D&T Leadership Teams (DTLT). Portfolio Management does not manage individual project delivery; instead, it manages the portfolio as a whole by providing governance, methodologies, and cross-portfolio coordination.
The overall purpose of this role is to:
- Establish and embed portfolio governance frameworks that address cross-project dependencies, resource conflicts, and portfolio-level risks.
- Provide portfolio-level visibility through consolidated reporting on transformation program status, CAPEX performance, and delivery health, as reported through respective steercos.
- Enable consistent delivery through onboarding and ongoing update and socilisation of standardized methodologies, assurance frameworks, and tools.
- Support the Head of Planning, Performance and Portfolio, and Global Director GRC, Performance and Portfolio in assurance activities.
- Support the Portfolio-level Governance Board with consolidated reporting and facilitation of cross-portfolio issue resolution.
- Control PPM tools and portfolio-level reporting infrastructure for D&T leadership.
Job Description
Customer:
- Support the Portfolio-level Governance Board (DTLT members) with consolidated reporting, cross-portfolio issue identification, and facilitation of portfolio-level decisions.
- Provide governance frameworks and deliver cross-portfolio coordination without interfering with delivery accountability.
- Own reporting consistency and delivery coordination for GRC, Performance and Portfolio-owned projects.
People:
- Support development of a high-performing Portfolio Management team including matrix organization of D&T Project and Program Managers and single points of contact for delivery of transformation initiatives through BAU D&T team contacts.
- Provide leadership, mentoring, and professional development to project/program management staff.
- Disseminate standardized delivery methodologies and best practices across D&T including for onboarding as appropriate.
Operations:
Portfolio Governance, Standardization & Assurance:
- Establish and embed standardized delivery frameworks, methodologies, governance processes, and stage gate reviews.
- Support the Portfolio-level Governance Board with agenda preparation, consolidated reporting, and tracking of cross-portfolio decisions.
- Conduct program/project assurance reviews to identify delivery risks, methodology compliance, and improvement opportunities—providing recommendations to DTLT.
- Support the Head of Planning, Performance and Portfolio, and Global Director GRC, Performance and Portfolio in assurance activities.
Cross-Portfolio Coordination & Dependencies:
- Identify, track, and facilitate resolution of cross-project dependencies and resource conflicts affecting multiple initiatives.
- Consolidate and report on overall transformation program status, health, and performance against targets to D&T Leadership.
- Address portfolio-level risks and issues that impact multiple projects through escalation and governance processes.
Portfolio Visibility & Performance:
- Create and maintain aggregated portfolio views showing consolidated status, CAPEX performance, resource utilization, risks, and dependencies.
- Provide centralized portfolio reporting to the Portfolio-level Governance Board on program health and delivery performance through respective steercos.
- Control PPM tools and portfolio-level reporting for D&T.
Resource & Financial Management:
- Monitor portfolio CAPEX performance and support DTLT budget accountability through centralized financial tracking, timesheeting, and variance reporting.
- Implement timesheeting processes and automation for accurate project cost tracking and recharges.
Financial Result:
- Track and monitor transformation portfolio performance including variance analysis and support DTLT leaders to control their project budgets, as managed by IT Project Finance Manager
- Ensure accurate financial tracking and appropriate recharging of project/program management resources
Job Requirements - Experience and Education
Required:
- University degree in Management Information Systems, Computer Science, Business Administration, or related field.
- Minimum 10-12 years in IT with proven experience (6-8 years) in portfolio management, program management, and governance.
- Strong understanding of portfolio management frameworks, IT governance, and delivery methodologies.
- Demonstrated experience establishing governance frameworks that address cross-portfolio coordination, dependencies, and assurance.
- Excellent stakeholder management, facilitation, communication, and analytical skills.
- Proven ability to influence without authority and enable delivery teams while maintaining portfolio-level governance.
- Experience managing teams of project/program managers.
- Proficiency in PPM tools and portfolio reporting.
Preferred:
- Certification in portfolio/program management (e.g., PgMP, PfMP, MSP) or project management (e.g., PMP, PRINCE2).
- Experience with IT performance management frameworks (e.g., ITIL, COBIT).
- Experience in transformation portfolio management within complex matrix organizations.
- Strong persuasion, negotiation, and conflict resolution skills.
