PURPOSE:
As a motivated and enthusiastic professional, the HSE Manager will be responsible for the management of Workplace Health & Safety, Security and Environment matters for Houston. The successful candidate will take a key role in delivering early interventions to effectively manage our people’s health and safety and to ensure depot security and enhance environmental and sustainability concerns. You will be the subject matter expert in providing HSSE advice and governance on matters impacting our staff, facilities & assets.
KEY RESPONSIBILITIES:
- To deliver the Global HSSE strategy and agenda across all facilities in Houston.
- To drive the H&S culture across all Houston facilities.
- Perform facility HSSE Inspections.
- Ensure all appropriate Risk Assessments and SOP’s are in place to support the HSSE agenda. Write and deliver all RA’s and SOP’s to all staff across the US and Canada.
- Advise and collaborate with the local teams in the implementation of the HSSE manual and Safety programs, identifying legal requirements, as well as the requirements of the client.
- Detect and Coordinate training needs in the field of HSSE.
- Manage and maintain relationships with regulatory bodies and Customers from an HSSE perspective.
- Coordinate and run weekly, monthly and quarterly H&S meetings.
- Manage the HSSE audit process for Houston.
- Managing the security and safety of all stations by making sure all necessary security and safety resources are in place to effectively secure all customers and their assets, ensuring a safe workplace environment without risk to health.
- Manage and assist with investigations involving security and safety breaches that have affected customer assets in order to draw conclusions and develop preventative measures by implementing corrective actions.
- Risk assessments to be covered for all operations as part of risk management strategy, including work equipment, processes & Operations.
- Promote incident prevention and a positive safety culture within the organization by raising Safety Awareness Campaigns for the benefit of employees & visitors.
- The identification and monitoring of all physical, chemical, ergonomic and psychosocial/organizational factors which could be potentially detrimental to health and performance.
- Maintaining the HSSE reporting and statistics portal (Riskonnect).
- Develop and deliver all HSSE related training to staff and visitors alike.
- Conducting effective and efficient emergency drills for all facilities and provide report of findings, lessons learnt and any recommendations for improvements.
- Develop and maintain HSSE response and recovery plan, utilizing the tools and templates provided by the business and in conjunction with Global HSSE team.
- Auditing and continuous monitoring of all security systems and people within the facility including managing the responsibilities and duties of all security guards.
- Ensure daily walk throughs, weekly workplace inspections and communications to the concerned departments to take remedial actions are completed.
- Ensure that all health & safety policies, procedures, rules & regulations are adhered to and are regularly, updated & communicated.
- Adhere to company compliance and sustainability corporate policies.
- Manage and drive the ISO accreditation and TAPA certification for all Houston facilities.
- Maintain the records of trained first aiders and fire marshals, the validation of their certifications and ensure the copy of listed first aiders and fire marshals are posted on their respective areas.
- Maintain the fire protection equipment like inspections, maintenance and record the same. Ensure the effectiveness of Annual Maintenance Contract.
- Check twice a week that all access controls on doors are working, alarms all cameras and recordings are working properly.
- Keep up to date with all aspects of relevant health, safety, security and environment best practice.
- Provide regular reports to Senior Management on relevant health & safety activities.
REQUIREMENTS:
- Any relevant HSSE qualifications.
- Relevant industry experience.
- Minimum 5 years’ experience working in an HSSE role that covers multiple sites.
- Experience leading and managing large projects.
- Excellent working knowledge of security systems, H&S protocols and environmental impacts.
- Strong critical thinking and decision-making skills.
- Excellent project management skills and strong ability to prioritize.
- Firm grasp on HSSE best practices.

- In addition to the duties and responsibilities listed, the postholder may be required to perform other duties assigned by the Station Manager/CEO from time to time. Subject to adequate experience and/or training.
